Legislation
The Chamber considers Bills and other legislative business within the competence assigned to it. A Bill is published as a parliamentary proposal, proceeds through the stages required by the applicable Chamber procedure and is linked to the authoritative legal publication if it is lawfully enacted or made.
Scrutiny and accountability
The Chamber holds Hampshire County Government to account through questions, statements where provided for, debates, motions, committees, budget scrutiny, executive scrutiny and publication of the parliamentary record.
Confidence and government
Hampshire County Government operates through parliamentary and Cabinet-government principles. The executive is drawn from and accountable to the Chamber. Majority, coalition, minority and confidence-and-supply arrangements can be supported where established by the applicable constitutional and procedural rules.
Public finance
The Chamber performs the financial scrutiny and accountability functions assigned to it, including scrutiny of HCG budget and public-finance business. The precise authority for any taxation, supply or expenditure decision comes from the applicable constitutional and legal arrangements.
Committees
Committees undertake detailed scrutiny when constituted. Their public products can include meeting information, evidence, correspondence, reports, recommendations and the Official Report of public proceedings.
Parliamentary records
Parliamentary records belong to the Chamber and its impartial administration even where they concern Government business. Bills, proceedings, questions, votes, committee material, publications and the Official Report are published from authoritative records when formally created.
Institutional separation
The Chamber is separate from Hampshire County Government, the United Hampshire Government, the Hampshire & Solent Combined County Authority and local government. Shared digital or operating services do not transfer parliamentary authority to another institution.
